HISTORY OF ARNIS
The History of Arnis dates back before the colonization of the Spaniards, during those periods it was called Kali and the techniques of the art is focused on bladed weapons fighting. Kali was widely practiced throughout the archipelago; both nobleman and commoners were enthusiast and practitioners of the said art. Also during those days Kali is being taught in a school like training grounds, which was called Bothoan along with military tactics, Alibata (Native Alphabet), and herbal medicines.

What is Arnis?

 is the indigenous martial arts in the Philippines.  Although it is a complete martial system that can be highly efficient with or without the use of weapons, Arnis is more popularly known as a weaponsart. 

Arnis as a martial system used for war has already existed even in the 1500s and perhaps even before.  As the pre-colonial Philippines consisted of small warring tribes, it was necessary for these tribes to develop a system of fighting with and without using weapons.  Thus, decades and centuries of inter-tribal war have resulted in the development and evolution of the Filipino Martial Art of Arnis.  When the Spaniards came, the practice of martial arts was prohibited.  However, the Filipinos did not let the colonizers stop them from honing their fighting prowess.  Right under the noses of the Spanish authorities, the Arnis masters and practitioners trained under the guise of practicing for stage plays and performances called Moro Moro plays.  These plays usually include fight scenes between the Christians and the Muslims, with the Christians usually winning (this is part of the propaganda of the Spaniards to strengthen their control of the whole of the Philippine archipelago).  Using theseMoro Moro plays, the Filipinos were able to continue training, preserve the martial art, and retain their skills in fighting.  Since the fight scenes are for theater purposes, a lot of fancy, elaborate, and flashy movements were developed and incorporated into the martial art.  Since the martial system did not die, the Filipinos were still very skilled in the weapon arts when the Philippine – American War and the Philippine – Japanese War started.

Modern Arnis 
is the system of Filipino martial arts founded by Remy Presas as a self-defense system. His goal was to create an injury-free training method as well as an effective self-defense system in order to preserve the older Arnis systems. The term Modern Arnis was used by Remy Presas' younger brother Ernesto Presas to describe his style of Filipino martial arts; since 1999 Ernesto Presas has called his system Kombatan. It is derived principally from the traditional Presas family style of the Bolo (machete) and the stick-dueling art of Balintawak Eskrima, with influences from other Filipino and Japanese martial arts.[1]
Arnis is the Philippines' national martial art and sport, after President Gloria Macapagal-Arroyo signed the Republic Act. No. 9850 in 2009. RA 9850 is a consolidation of House Bill No. 6516 authored by South Cotabato Rep. Arthur Pingoy Jr., and Senate Bill No. 1424 authored by Majority leader Juan Miguel Zubiri. RA 9850 is expected to help propagate arnis as a modern martial art/sport that can compete with its popular foreign-originated brethrens like taekwondo, karate and judo. The Act mandates the Department of Educationto include the sport as a Physical Education course. Arnis will be included among the priority sports in Palarong Pambansa (National Games) beginning 2010.

Erwin Ballarta
  is the Executive Director for the Texas Police Association. It is an association founded in 1895 with the main purpose of promoting professionalism in law enforcement. It is a 501c3 that help found the Texas Department of Public safety and the Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE)Erwin Ballarta was the Executive Vice President of Capitol Strategic Operations and is a self-defense expert in Pekiti Tirsia Kali and various weapons. Ballarta has taught hand-to-hand combat and weapon tactics to the FBI, the Texas Highway patrol, and various military personnel and has been a bodyguard of George W. Bush and various celebrities. Ballarta was a Lieutenant with the Texas Department of Public Safety (DPS), where he was the Recruit School Coordinator and Defensive Tactics Coordinator for the Training Academy. He retired from the Texas D.P.S. at the end of August, 2008. He is also president of the Austin Filipino American Association. and the Executive Director of the Texas Kali Association.
GENERAL RULES


Prior to a bout competitors names will firstly be called out one fight in advance and for a second time before the start of the last round of the fight before their own scheduled bout to which they should be ready and equipped with everything on with exception of the head protector. They should be in the vicinity of their allocated ring ready for their third and last call. Once the result is called in the previous fight the third and last call will be announced for the fighters to attend their ring which they must do immediately. Failure to enter the ring on the last call fully equipped and ready to fight with head gear on will result in automatic disqualification

The rounds are two minutes long to encourage participants to pace themselves, due to the less protection they will also have to carefully pick their shots whilst remembering that only clean shots win points. This is set out to prevent fighters standing toe to toe and stick bashing unnecessarily and encourages the fighters to use more footwork, evasion, blocking, countering, short and long ranges and general ring craft.

This does not mean they cannot mix it up with a combination of attacks to help overwhelm or tire their opponent, as we understand this can also aid and benefit a fighters style and can also lead to an earlier five point win thus occasionally resulting in a faster completion of the round which may help some competitors to preserve more energy for the following rounds, however more often than not the rounds do last the entire two minutes, so be warned it is not as easy as it sounds and competitors could very quickly lose points with this method too. Good judgement is required throughout and it will quickly be seen that it is an intense skill based sporting format which suits long and close range fighters equally.

Strikes may not be performed more than twice consecutively to the same area, this must be broken up with other combinations of striking or defensive techniques, once the fighter has applied a different strike or defensive technique they may return to a previously used striking point. We want fighters to use various combinations that will display their style in a better light. For example block, hit, block hit with the same two techniques is considered a combination and is perfectly legal, but three identical strikes to the same target area without the use of any other techniques will not be scored effectively, only the first two strikes will count.
